WHEREAS, our nation's current immigration system is broken, leaving families separated; taking away children's dreams; encourages racial profiling; burdening scarce government resources with inhumane worksite raids and detention of undocumented workers; and not reflecting on the values which this nation was founded upon, we believe in the creation of an immigration system that recognizes and values the important contributions that all immigrants have in contributing to our country; and
WHEREAS, the history of the United States teaches us the terrible consequences of unjust immigration laws; creating an "underclass" of people; living in fear without the full protection of the Constitution; we believe that immigration reform must respect the dignity of all, giving the full protection of the US Constitution to everyone regardless of the immigration status; and
WHEREAS, families of US citizens, parents, siblings, spouses, and domestic partners are separated by current immigration laws, and
WHEREAS, in 1882 the United States passed the Chinese Exclusion Act that excluded Chinese from immigrating to the United States, subsequently the repugnant consequences of this unjust law is still felt today as Chinese Americans are still under-represented in the American political process; and
WHEREAS, comprehensive immigration reform must give all immigrant individuals a pathway to legalization and become legally employed and pay taxes; and
WHEREAS, comprehensive immigration reform must create an immediate pathway to legalization and citizenship to DREAMers who were brought to the United States as children, and be given the opportunity to obtain higher education, create new jobs, and serve in our Armed Forces; and
WHEREAS, the United States is the greatest country in the world only because we are a country that anyone regardless of race, social, economic, political, religious views can call themselves an American.
NOW THEREFORE, BE IT RESOLVED BY THE CHINESE AMERICAN CITIZENS ALLIANCE and all Local Lodge that the Alliance supports the Senate's bipartisan Border Security, Economic Opportunity, and Immigration Modernization Act of 2013, a comprehensive act that would address long overdue issues to ensure that our borders are secured, establish laws and regulations that strengthen American economic and social interests, reform the immigration to effectively and efficiently administer the laws, and provide a legal status for 11 to 11 million undocumented residents, including undocumented Dreamers, who have been educated in our country, and know America as their only home, and that the Alliance emphasizes that the improvement of immigration laws should not be at the cost of family reunification, which continues to be of the utmost importance to Chinese Americans.
